Minutes of the meeting of Glentham Parish Council, held on 11th September 2025 in Glentham Village Hall, at 7.30pm.

Cllr S Bunney, Cllr Smith (Vice-Chair & Acting Chair for this meeting) Cllr Chapman & Cllr S Shaw

1.   Chair’s Welcome

Cllr Smith (Vice-Chair) acted as the Chair at this meeting and welcomed all members attending the meeting.

 

2.   Apologies for absence and reasons given

Cllr A Shaw was unable to attend due to work commitments.

 

3.   Declaration of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensation

Cllr Smith declared an interest in a claim being made for planting around the village green during 24/5.

 

4.   Minutes of the last meeting held on 9th July 

The minutes of the meeting were proposed by Cllr Shaw and seconded by Cllr Chapman as a true record.

 

5.   Clerk’s Report on progress to date on various projects

           The Clerk reported that although the contractor who was due to carry out the work on the beck had given a date of September to do the work, this is yet to be confirmed. Clerk to keep following up.

 

6.   Financial Matters

           Financial reconciliation for July & August signed by Acting Chair.

  • Clock

It was agreed that the Clerk would look into any available funding of the cost of £1,450.00 to correct problems with the strike train automatic winding unit.  

             The Clerk is to include these additional costs in the budget for 2025/26, due to be considered at the November meeting.

  • Comments from External Auditor regarding 24/5 comments

             It is considered good practice for all Councillors and the Clerk to have gov.uk email addresses. The Clerk is to have a look into the costs and logistics for all council email addresses to be gov.uk and bring back to the November meeting.

  • Donation from Gill Tuxford

             The Parish Council acknowledged the donation of £20 from Gill Tuxford for planting around the village green. 

  • Draft Budget

              This is to be discussed by Council at the November meeting.

              The Clerk is to obtain prices for a laptop and phone, to provide continuity, and add the cost to the 25/6 budget.

  • Banking Mandate

This was signed by those councillors present and will be returned to the Clerk when it has been completed by Cllrs Shaw.

7.   To consider recent incident on Bishop Norton Road and excessive speed in the village

  • Cllr Bunney offered the PC the possibility of using his speed gun to register speeds on the roads in the village. 
  • The Clerk offered to clear the badly overgrown speed sign on the A631 coming into Glentham from Market Rasen.
  • The Clerk is to speak to the Road Safety Partnership for additional 30mph signs to be put up along Bishop Norton Road.

 

8.   To consider and approve the addition of dog bins and bags in the village

It was pointed out that dog bags can go into black bins.

It was agreed to put up some more signs reminding dog walkers to use the dog bins, primarily on the lane from the Church to the Hall, between the fields and houses fronting on to Bishop Norton Road. 

 

Additional Report from Cllr Bunney

A.Problems with the Digester at Hemswell Cliff

  • Cllr Bunney reported that he recently attended a coffee morning in the hall and one of the key areas of discussion was the lack of public transport.
  • He reported that the leak at the end of Highfield Terrace was being resolved by Anglia Water. This leak had involved several different teams, including Highways, due to having to identify clean and dirty water.
  • Cllr Bunney had attended a recent meeting at Bishop Norton Parish Council with the Digester Company (BioTech) and Cllr Duguid. Biotech are asking everyone to tell them when there is a problem with unpleasant smells in the area. 
  • There is a system in place with WLDC to report all incidents.
  • It has been agreed with all parties that they will work together to try and alleviate any unpleasant smells in the surrounding villages.

Further review and update at the next meeting.

B.Local Government Reform

  • There will be a public meeting at the Festival Hall in Market Rasen on 1st October that all are encouraged to attend.
  • Cllr Bunney reminded all that County and District Councils will be abolished and replaced by Unitary Authorities. The number of these is yet to be determined. 
  • It is proposed to create Local Government Hubs, which will comprise of parish councils, town councils and community groups working together and that they will potentially be responsible for areas previously covered by District Councils. 
  • Parish Councils are being encouraged to set aside money to help support village halls.
  • Precepts for 25/6 may have to be considerably increased in order to provide enough monies to run the new ‘Hubs’.
