GLENTHAM PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council held in the Church on    13/7/2023 at 7.30pm

Present:- Cllr A. Shaw (Chairman), Cllr S. Shaw, Cllr P. Smith, Cllr V. Smith. 

      In attendance: Cllr S. Bunney & Helen Pitman (Clerk).

      Visitors:  None.

 

1. Co-option of Councillors: Three vacancies remain but still no interest.

 

2. Apologies for Absence and Reasons Given:- None.

 

3.  To receive declarations of interest in accordance with the 2011 Localism Act:-  None.

 

4. Notes of last meeting on 18th May 2023 to be approved as minutes:-

       The minutes were signed as a true record.  

 

5. Chair and Council’s Comments:-  Cllr P. Smith had received a complaint that the footpath on Little Hill was overgrown and impassable. However, this has been investigated and is walkable. 

 

6. Reports from County & District Councillors:-  Defer until Cllr Bunney’s arrival. 

Cllr Duguid (WLDC) not in attendance.

  

7. Crime & Vandalism:- No police report received. Concerns raised about recent theft of vehicle and reports of attempted shed burglaries  

 

6. Reports from County & District Councillors:-  Cllr Bunney gave an update on Scampton.        Devolution is still being discussed for the county and grants are now available for community projects. 

 

 8. Clerk's Report on Matters Outstanding:- The clerk confirmed that three households had     contributed towards the road refurbishment at the village hall and that the War Memorials grant funding has been received. 

 

9. Planning:- PL/0044/23- only just received. Comments to be sent to the clerk by 21st July. Request for naming of new residential development was discussed and clerk to request a formal application.

 

10. Correspondence:- All previously circulated. 

 

11.  Finance & Accounts for payment:- 

Payments for authorisation: Resolved to pay: salary costs: £521.73; HMRC: £112.40; AJ Williams: £1044; Village Hall committee: £13; WLDC: £107.88. 

 

12. To discuss request from Barff Meadows residents:- Matters raised were discussed. Council agreed to monitor parking on the path. The items left there have been removed. However, this is not council owned land and has no powers to enforce. 

 

13. To discuss complaint from resident of Washdyke Lane: Clerk confirmed that WLDC has swept the road and a request has been made to LCC to clean the drains. However, this has been rejected. Councillors confirmed that the drains coped with the recent heavy rainfall and will monitor the situation. Part of the grass verge has been strimmed. Letter to be sent to resident regarding overgrown hedge/shrubs and trees encroaching on to the roadway and Cllr S. Smith to speak with person who rents the field opposite regarding maintenance of the hedge. 

 

14. Items for next meeting:-  Co-option; expansion of the play park.

 

      There being no other business the meeting closed at 9.00pm.
