GLENTHAM PARISH COUNCIL 

Minutes of a Meeting of the Parish Council on 10/7/2019 

Present:- Cllr J Summers (Chairman), Cllr R. Summers, Cllr P. Smith, Cllr V. Smith. 

In attendance: Helen Pitman (Clerk). 

Visitors: None. 

1. Apologies for Absence and Reasons Given:- Cllrs A. Shaw & S. Shaw. 

2. Co-option of Councillor:- Defer. Some interest expressed. 

3. To receive declarations of interest in accordance with the 2011 Localism Act:- Cllr P. Smith declared a pecuniary interest in item 11 as he submitted payment for concrete for the village sign. 

4. Notes of last meeting on 15th May 2019, to be approved as minutes:- 

The minutes were signed as a true record

5. Chair and Council’s Comments:- The Chairman stated that the grass contractor was visiting regularly and council agreed that he was doing a good job. Cllr P. Smith said he had received a number of complaints regarding bike noise from the dirt track on Washdyke Lane. The clerk informed him that this may be reported to West Lindsey ASB team. Also concern was raised about cars turning round on the village green. Agenda 

6. Reports from District and County Councillors:- County Cllr L. Strange sent his apologies and no report had been received. 

Cllr J. Summers gave an update on the new leisure centre and crematorium and informed that a new waste depot site has been identified and planning permission is in place. 

7.. Crime & Vandalism:- PCSO Law has reported there have been no incidents of crime. 

8. Clerk's Report on Matters Outstanding:- Clerk reported that an annual service of the defibrillator has been booked for 5th September at 2pm. Wicksteed has indicated the new equipment will be fitted the week beginning 5th August. The IGas grant of £3,000 has been drawn down. The play inspection has been cancelled for this year. 

9. Planning:-139601 to vary condition 5 of reserved matters application134644 re access to public highway at Sunnyside, Caenby Road. Council has no objections/comments. 

Central Lincs Local Plan Review consultation open until 18th July. 

10. Correspondence:- Clerks & Councils Direct; Fire Service posters. 

Email regarding affordable housing need in Glentham. Council is not aware of any requests but asked the clerk to invite the correspondent to the next meeting to give precise details. 

11. Finance & Accounts for payment:- 

Payments for authorisation: Resolved to pay: salary costs: £478.95; HMRC: £50.60; Time assured Lts: £138. H. Pitman re invoice for MKS Groundcare Ltd: £300; WLDC: £116.47; Imperative Training Ltd: £198.60; P. Smith: £11.70; J. Summers: £21.78. 

The clerk confirmed that the Certificate of Exemption has been accepted by the external auditor and the audit is now closed. All the accounts and audit papers are available to view on the website. 

12. To discuss overgrown hedgerows:- Cllr J. Summers has spoken with the landowners on Middlefield and Washdyke Lane and the offending hedges are to be cut. Cllr P. Smith asked that LCC be contacted regarding the overgrown hedge obstructing the PRoW on Little Hill. Also the PRoW from Middlefield Lane to Barff Lane is impassable. The clerk will report. 

13. To discuss improvements to the road at the village hall:- Cllr J. Summers has obtained a quote and further quotes are to be sought for the next meeting. Council is of the opinion that it is prepared to release a sum yet to be decided upon to add to funds from the Village Hall committee and West Lindsey. Agenda 

14. To discuss holding a mid week coffee morning to raise funds for the defibrillator service:- It was agreed that there are already regular coffee mornings but council agreed to support an alternative fund raising event. To be discussed further at next meeting. Agenda 

15. Items for next meeting:- Fund raising event; Road improvements at the village hall; Cars on the village green. 

Next meeting will be held on Wednesday, 11th September 2019.
