GLENTHAM PARISH COUNCIL 

Minutes of the Meeting of the Parish Council on 13/3/2019 

Present:- Cllr A. Shaw (Chairman), Cllr R. Summers, Cllr J Summers, Cllrs P. & V. Smith, Cllr S. Shaw, Cllr T. Firth. 

In attendance: Helen Pitman (Clerk). 

Visitors: Two. 

1. Apologies for Absence and Reasons Given:- None. 

2. To receive declarations of interest in accordance with the 2011 Localism Act:- Cllrs A and S Shaw declared a personal/prejudicial interest in planning application number 138962 and left the room whilst discussion took place. 

3. Notes of last meeting on 9th January 2019, to be approved as minutes:- 

The minutes were signed as a true record

4. Chair and Council’s Comments:- Cllr P. Smith informed council that the village sign is ready to be installed. It was agreed the official opening would be at the village duck race. 

5. Reports from District and County Councillors:- Cllr J. Summers informed council that planning permission has been given for the leisure centre at Market Rasen and work has commenced on this and the crematorium near Gainsborough. The council tax increase is 2.9%. 

6. Crime & Vandalism:- Details of the police report were read out to council and will be circulated. 

7. Clerk's Report on Matters Outstanding:- The clerk asked whether the meeting with Carol Slingsby had taken place as she had heard nothing. Cllr Summers confirmed it had not so clerk will make further contact. The IGas funding application has been submitted and a decision will be made early April. LCC has confirmed the parish will receive £244.91 towards grass cutting. However the new contractor will not accept cheques and it was agreed the council's internet banking be resurrected. Council signatories will speak with HSBC to set this back up. 

8. Planning:-138962 2 storey extension at 9 Barff Meadows. Council has no objections/comments. 

9. Correspondence:- Clerks & Councils Direct; WLDC Parish council election forms - circulated. 

10. Finance & Accounts for payment:- Resolved to pay: H Pitman (refund LCC licence agreement) £40; LALC £148.16; Salary costs: £514.07. 

11. To accept the Risk Management Assessment for Jan/Feb 19 and resolve on repair of swing. Also to resolve on replacement equipment:- Cllr V. Smith submitted a report on the play equipment. The clerk confirmed that £170 has been received from West Lindsey Councillor Initiative fund towards repair of the infant swing set and this will now go ahead. Council is of the opinion that it will await the decision of funding bids before any decisions on replacement equipment is made. 

12. To discuss tree work necessary at the play area-: No information received to inform discussion. 

13. To discuss maintenance of the village hall car park and road:- Cllr J. Summers said that the road is very dangerous and needs repair. Whilst council agreed with this assessment parish funds have already been assigned in the budget towards new play equipment .All agreed it needs doing and doing well but reserves do not allow for it to be done at present. 

14. To resolve on a litter pick:- Council to set a date and advertise in The Signpost. 

15. To discuss maintenance of grass and moles in the churchyard:- Cllr J. Summers has dealt with the mole problem in the churchyard. Concerns were raised regarding cars driving over the grass, particularly on Washdyke Lane. However this is a right of way and no action may therefore be taken. 

16. Items for next meeting:- Donations to local charities; use of collection boxes to assist with costs of defibrillator. Next meeting will be held on Wednesday, 15th May 2019.
