Glentham Parish Council Meeting Minutes of the Parish Council Meeting Held on Thursday 9th July 2026, 7.30 pm at the Village Hall

The meeting commenced at 7.30 pm.

Present: Cllrs A. Shaw (Chair), S. Shaw, V. Smith, S. Bunney The Clerk – C. Wright

35/2026 – Welcome No members of the public were present.

36/2026 – To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting None.

37/2026 – To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation None declared.

38/2026 – To approve and sign the minutes of the previous meeting Monday 29th June Approved.

39/2026 – County Councillor and District Councillor report Cllr Bunney reported that food waste bins are currently working well and uptake has been good. WLDC will soon be able to take soft plastics in the recycling, as well as batteries and vapes. Collections of electrical items may follow. Cllr Duguid did not attend.

40/2026 – Chair and Council’s comments (No comments recorded.)

41/2026 – Crime and vandalism including discussions on speeding (No further details recorded.)

42/2026 – Correspondence, VIDA proposed meeting The Council considered a request from VIDA to meet and discuss their planning application for an anaerobic digester. Members agreed to meet for the purpose of obtaining factual information only. The Council stressed that it must remain independent and transparent, and that the meeting will not influence its formal response to the application. Clerk to invite representatives from VIDA to the September meeting.

43/2026 – Finance (a) Schedule of payments and receipts: I. C. Wright – May and June salary and expenses – £661 II. A. Cooper – removal of fallen tree – £200 III. AJ Williams – grass cutting 9th and 21st April – £552 IV. Time Assured – church clock service and repair – £168 V. Cassells Accountants – internal audit – £168

Current Account Balance @ 30 April 26: £20,462 Business Money Manager Balance @ 21 June 26: £805.37

(b) Internet banking Resolved not to move forward with internet banking at present.

The Clerk reported that following the internal audit she met with Cassells Accountants, who advised her to write to HMRC to find out the current position regarding PAYE. It appears the Council is in arrears with PAYE, but the previous Clerk has not left any information regarding PAYE submissions. This information has now been requested to ensure the Council can rectify any issues. The Clerk has also written to the VAT office to ensure VAT is reclaimed correctly.

44/2026 – PC Website Maintenance, emails and upkeep gov.uk email addresses are being used. The Clerk is updating the website with minutes that were missing.

45/2026 – To discuss purchasing new noticeboards Cllr Smith has been investigating noticeboards. It was resolved to recheck measurements and purchase two new noticeboards up to the value of £600.

46/2026 – Village Hall update The recent fundraising evening with the Moggies raised over £300. A community fun day is planned for 25th July. All welcome. There will be traditional games, a BBQ and bar. Donations will go to the Village Hall. The next quiz will be held on 20th August. This is a fun evening and all are welcome.

47/2026 – Church clock update The church clock has been repaired and serviced. It is chiming slightly out of time due to wear and tear and age.

48/2026 – Progress on recruiting parish councillors More councillors are needed but no one has come forward recently. If anyone would like to join the Council, please contact the Clerk.

49/2026 – Playground It was noted that the play equipment is often sticky from tree sap. Following discussion, it was resolved to clean the equipment once per month.

50/2026 – Items for the next agenda Grants funding.
