Minutes of the Annual Parish Council Meeting
Held on Thursday 7th May 2026, 7.30 pm at the Village Hall
The meeting commenced at 7.30pm

NOTES
14/2026 – Election of Chair- Resolved: To elect A Shaw as Chair for the forthcoming year.
15/2026- Election of Vice Chair- Resolved: To elect V Smith as Vice Chair for the forthcoming year.
16/2026- Welcome- In the absence of Cllr A Shaw Cllr V Smith welcomed everyone to the annual meeting. Cllr Chapman has resigned form his position as parish councillor leaving another vacancy on the council. The council expressed thanks for all the hard work he had undertaken whilst he was a parish councillor.
17/2026-- To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting. Apologies were received from Cllr A Shaw and accepted by the Council.
18/2026 To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests and any written requests for dispensation – NONE DECLARED
19/2026 To approve and sign the minutes of the previous meeting 26th March 2026- resolved to approve
20/2026 –Chair and Council’s Comments- The church clock is not working as it should. Resolved: The clerk will contact Time Assured to arrange repairs and servicing of the clock.

Cllr Smith is working on the accounts from the past financial year. Once reconciled she will meet with the clerk to complete the internal audit forms.

C21/2026 Reports from District and County Councillor: County Councillor Bunney reported that the food waste collections are now up and running. There has been a 60% uptake in the scheme which is high. Currently the food waste bin lids are being left open to indicate that they have been emptied. Battery and electrical item collections may be introduced in the near future. A further police officer has been employed in the area and 2 additional PCSOs will be taking up posts soon. There are no updates on Local Government reforms at present. LCC Highways are aware of a number of potholes in the area.
Parish Council elections will be held next May.
District Councillor Duguid was not in attendance.
22/2026- Crime and vandalism- Cllr Bunney recommended signing up to Lincs Alert to stay informed about policing matters in the area.
23/2026- (i) To discuss any applications received from WLDC planning- None received.
(ii) Specific discussion on digester update PL/0101/25- Glentham parish councillors had attended the public meeting regarding the digester and since submitted an objection to the plans. Cllr Bunney advised the application will be going to the planning committee and determined by Lincolnshire County Council.
24/2026 Correspondence - Correspondence regarding the Parish Grass Cutting agreement was passed to the new clerk.

(a)Schedule of payments and receipts:
(i)AJ Williams, Grass cutting (23rd March 2026)- £276
27/2026 PC Website Maintenance and upkeep- The new gov.uk email addresses are now working. All councillors and the clerk now have a gov.uk email as required.
28/2026 Village Hall Update- Cllr Smith reported that the duck race on Easter Sunday had been well attended and a great success. A quiz had also been quite well attended. The next event will be a live band, ‘The Moggies’, held on 23rd May. A pie and peas supper will be provided. Tickets are on sale now. Youth club is currently being held once per month.
29/2026 Additional Items for the next agenda- The next meeting will be held 2nd July 2026 in the Village Hall. Agenda items to include:

Progress on recruiting new parish councillors to fill current vacancies.
30/2026- To resolve to move into closed session- Resolved: To move into closed session.Discussions were held to update the new clerk regarding the accounts and PAYE for 2025/26
