GLENTHAM PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council held virtually on 3/3/2022

 

Present:- Cllr A. Shaw (Chairman), Cllr S. Shaw, Cllr P. Smith,. 

      In attendance: Helen Pitman (Clerk) & County Cllr S. Bunney.

      Visitors:  None.

 

1. Co-option of Councillors: No further interest.

 

2. Apologies for Absence and Reasons Given:- Cllrs V. Smith & R. Francis 

 

3.  To receive declarations of interest in accordance with the 2011 Localism Act:-  None.

 

4. Notes of last meeting on 13th January 2022, to be approved as minutes:-

  The minutes were signed as a true record. 

 

5. Chair and Council’s Comments:-  Following unauthorised work on the village green telecoms company has raked and  reseeded area.

 

6. Reports from County & District Councillors:-  Cllr Bunney confirmed LRSP and LCC are working on highways problems in the area but there is a backlog of 200 traffic road order and it will take two years. A631 east of Market Rasen is to be implemented; West Rasen is being looked at now; Glentham will be looked at later in the year but won’t be a quick decision.

 

7. Crime & Vandalism:- No report received from the PCSO. 

 

8. Clerk's Report on Matters Outstanding:- The clerk informed council that a grit box has been requested for Washdyke Lane;

Cllr Summers has awarded a grant of £350 towards defibrillator costs;

Refurbishment of village hall road is still ongoing with LCC and contractor having recently been out to assess and cost job.

 

9. Planning:- Response has been sent to developer’s agent re potential development on land off High Street. Council will not support. Solar panels on Bishop Norton Road being investigated by enforcement.

 

10. Correspondence:- WLDC re new code of conduct agenda.

Anglian Water  work on Middlefield Lane 28th-31st March

HSBC safeguard review

 

 11.  Finance & Accounts for payment:- 

Payments for authorisation: Resolved to pay: salary costs: £542.15; LALC: £154.65. 

 

12. To discuss & resolve transfer of bank account and setting up internet banking: Council resolved to transfer account to the Co-operative Bank after 1st April and set up internet banking. It was agreed there will need to be for there to be three people to sign on the account ie 2 councillors as existing and the clerk.  

 

13. Update on church clock repairs: The chairman advised that the War Memorials pre application has been accepted and a formal application is now being prepared but another quote is needed.

The clerk confirmed she has submitted the Heritage Lottery grant.

Cllr Smith reminded council that £1.5K was ring fenced for covid relief and it was agreed that this should be reviewed agenda

 

14. To discuss path at Barff Meadows following investigation into ownership: Land Registry has confirmed the land is still in Gelder’s ownership. Letter sent to resident. 

 

15. To resolve on request from village hall committee to use council website to advertise forthcoming attractions:-  Council approved but needs to be prepared by village hall and submitted on a monthly/quarterly basis direct to webmaster.

 

16. Items for next meeting:

Co-option; issues with the beck; covid relief fund; church clock; village hall road scheme; future meetings.
